On March 10, 2026, the International Coordination Council for Trans-Eurasian Transportation (CCTT) with the Ministry of Transport of the Russian Federation held a webinar dedicated to the implementation of Federal Law No. 140-FZ dated June 7, 2025. The event brought together representatives of logistics companies, freight forwarders, lawyers, and relevant government agencies to discuss key changes in the field of freight forwarding and their impact on business operations.
CCTT and Ministry of Transport of the Russian Federation conducted webinar on New Freight Forwarding Law

On March 10, 2026, the International Coordination Council for Trans-Eurasian Transportation (CCTT) with the Ministry of Transport of the Russian Federation held a webinar dedicated to the implementation of Federal Law No. 140-FZ dated June 7, 2025. The event brought together representatives of logistics companies, freight forwarders, lawyers, and relevant government agencies to discuss key changes in the field of freight forwarding and their impact on business operations.

The webinar was organized within the framework of the CCTT Legal Committee’s activities. Experts from the Ministry of Transport of the Russian Federation and the Legal Committee provided detailed analysis of the law’s provisions, clarified ambiguous points, and offered recommendations for adapting business processes to the updated requirements.

Following the discussion, participants decided to establish an electronic public reception platform. This initiative aims to facilitate prompt resolution of issues related to the application of Federal Law No. 140-FZ.

The initiative is being implemented in collaboration with:

  • National Union of Transport and Logistics Experts

The electronic reception platform will provide market participants with the following opportunities:

The establishment of the reception platform represents an important step towards ensuring transparency and predictability in the regulatory environment for freight forwarding activities. It will enable timely identification of problem areas and development of joint solutions for successful implementation of legislative changes.
