The Plenary meetings is the supreme governing body of CCTT and consists of all CCTT members.

Plenary meetings are held at least once a year under the direction of the CCTT Chairman, and in his absence, by the CCTT Secretary General. Decisions adopted at these meetings are binding on all CCTT members. Extraordinary Plenary meetings are convened as necessary.

Powers of the CCTT Plenary meeting:

  • approval of the composition of the CCTT Management Board;
  • approval of the CCTT Secretary General and Deputy Secretaries General of the CCTT;
  • consideration of annual reports of the CCTT Secretariat;
  • consideration of general principles of cooperation among CCTT members;
  • determination of priority areas in the activities of the CCTT;
  • consideration of issues relating to the efficient use of the East — West International Transport Corridor (ITC);
  • consideration of issues relating to the development of the North — South International Transport Corridor (ITC);
  • adoption of decisions/recommendations on tariff conditions for the carriage of transit and foreign trade container cargo along Trans-Eurasian routes;
  • approval of annual reports and financial statements;
  • approval of the composition and heads of working groups;
  • admission of new members to the CCTT;
  • expulsion from membership of the CCTT;
  • establishment of the level of membership fees;
  • adoption of decisions on the opening of representative offices and project offices of the CCTT;
  • adoption of decisions on the reorganization or liquidation of the CCTT;
  • adoption of amendments to the Charter.
